I thought that I had a duty to notify them about what happened. I will give them the benefit of the doubt, and assume that they process complaints seriously.

It's definitely a form letter much like the ones I receive when I write my legistraitors.
It also sounds like the recorded message that I get while waiting on the phone for a live person. The only thing not said is "this conversation will be recorded for quality purposes in order to better help us serve you."
Either way, you're probably right about ye ode runneth arounde. If they said how long the wait might be when they wrote: "The Board is currently experiencing an extended processing time for complaints" you might think otherwise.
Nice Catch-22 about "contacting the Board will delay processing of your complaint." Reminds me of a professional who would charge me to explain their inexplicable billings.
